Faction specific cards should ideally be of two varieties. The first would be a card that reduces or offsets a known faction weakness, and the second type would be one that creates a synergistic benefit with the faction's ability.

As such, playing a faction with a different faction's faction specific cards would have either two effects: in the first case it would be "gilding the lily" (a benefit where none is needed), and in the second case worse than useless (i.e. Rune of Uruz also grants (-)+1/+1, how is that going to help my Sylvan elves?).

Obviously, we aren't going to reverse engineer any previous factions, but this would be a good guideline for future factions and is one that Wuxing does happen to follow fairly well.

I'm just throwing this out there as a guideline for those who are designing their own factions. I think it is a thing that can give a faction a really unique feel.
