Since the player going first is at a slight disadvantage, what about a rule that the first player starts by drawing 6 cards, putting 2 under the deck, then skipping his first draw?  In other words, he'd see his first draw before he does the "mulligan".  That prevents awkward situations where you end up with a hand of tanks and artillery on the first play.

Yep, that could work.  There are a few other suggestions on BoardGameGeek as well.  My general feeling is that since I almost never play just one game of Hill 218 the "first player disadvantage" isn't something that needs fixing.  It's like having the Black pieces in a chess match -- rather than try to balance it out with an extra rule it just balances over time with the games you play second/have White.
