If two units are the same distance away from a shooting unit and one is on a hill, thus adding 2.5" to the effective range, must the one on the lower level be considered closest?

I'd say that a unit on R is going for the best shot, so the unit on the hill would be considered 3.5" further away for purposed on closest opponent.  Just my 2 cents.


"Must" is a strong word, considering you could always give the shooter an enemy unit as its order modifier.

I think he is right, but it should probably state "after all modifiers".
I believe the only modifier now is for Height, but I would contend in regards for unusual circumstances and future editions.
