I read through the rule book and couldn't find anything on this power. Could someone please explain it to me?

I believe it is a trait on some gaulish cav in the Carthage faction, though I don't have it handy. That is why you don't find it in the regular rules.

Impulsive:  at the beginning of your turn, if any enemy units are within 7", the unit's orders change to (unmodified) Close.

(Since this happens at the beginning of your turn, you may spend a Command Action to change its orders to something else/direct control).

To editorialize a little bit, this "handicap" is almost irrelevant on a powerful unit that you were going to send charging in anyway, but you bleed Command Actions when it's on a weak unit which you'd really like to hold back from that scary opponent.
