There has been some talk about simulating veteran and green troops. One very viable option is to choose more expensive or cheaper troops that are already provided in the factions. However, if one decides that isn't exactly the right feel, I would suggest Andrew's solution for Veterans from the Kingdoms deck. Namely, the veteran special situation where veteran troops get two extra command actions each turn that can only be spent on Direct Control and changing standing orders, thus reflecting the veteran's greater martial agility. In the same vein, I would suggest green troops not being able to use faction specific cards, but keeping those cards in the deck, where they could be drawn and discarded immediately, to represent lost opportunities.
