I didn't think the requirements for this situation went enough into the details of setting up the battle. I'm sure that it was due to limitations of the card/editing.

The Kingdom card stipulates that both side set up "secretly and simultaneously" as the range of Vision for Range fire is 7".

I suggest it be required that all units (exception to Outpost/Intel pts) also be given their Standing Orders at set up, also without seeing the opponents dispositions. The "exception" would be that number of units may be given their SO after both sides are reveled. A small but meaningful ability that gives the same type of advantage as the normal rule for Intelligence points.

Obviously no enemy unit objectives can be given until the unit becomes visible to some part of friendly units, that would be at 7". The players may also give at set up SO for Terrain Objectives, within 2" of any cardinal point of the terrain feature, to include Deployment zones, written down in some fashion for placement on the map as the curtain is withdrawn. The enemy Deployment zone is the measure for Closest Enemy until unit visual contact.

The curtain or 'secrecy' is withdrawn. At this point I will allow the player with the superior Outpost/Intel pts to mark their withheld Orders within the above restrictions.

No order changes until the units come to within sight of the enemy.

This would be the great equalizer scenario for Rome vs. Carthage! No foresight, yay! That's why Rome had such a hard time fighting Hannibal, they never thought to fight in the dark.
