Say I want three archers to target the same unit, I give them each a s1 SO. I put a number 1 on the unit and they fire away. A couple of turns later I erase the 1 and write it on a different unit for one Command Action. Clearly this isn't legal, at least it is not the intention of the rules, or is it? Say the units are told to fire on whatever unit is designated when the commander fires a flaming arrow, or arrow with a ribbon, or even where, for instance, the Lords of Dusk are targeting?

Yeah, at the moment the rules are that order modifiers are assigned to your units individually.  So getting 3 archer units to all switch target from enemy unit A to enemy unit B costs 3 command actions.

(Unless of course enemy unit A is destroyed or for some other reason they can't target it, in which case they'd each individually shift to their closest target.)

What Kevin said.  "R1" isn't shorthand for "Fire on whatever unit is designated as 1 when you shoot".  It's "Shoot at that unit over there" which we remember by marking with a 1.  If three units have R1 it just means you've told all three of them to shoot "that guy over there" and if you want to change who they are shooting at you have to spend a command action for each unit of archers.
