I've been keeping a document online with all approved rule changes. Officially speaking, these don't come into play until the next edition of the rulebook. But if people want to play with the latest rule set, here it is. Every rule on the document has been ratified by Chad himself. The google doc has been updated with 3 new rules which were officially ratified today.
The big one is that Lizardmen erasing the "Fury" mark to do an extra point of damage no longer counts as playing a command card, so you can do that as well as play a red card. (It otherwise functions the same. For example, you still need to do 2 points of damage with the initial attack to be able to do this.)
There are two other new rules, which patch problems, albeit extremely rare ones.
1.3.2.3 Command cards. - You can't have over half the deck in hand when you reshuffle your discard pile. (Prevents the degenerate case of someone playing the same card every turn.
7.2 Flying - the "fly-by-attack" rules were discarded and combat between airborne units now functions like regular engaged combat.

The google doc was just updated with 1 new rule: Carthage is limited to purchasing 4 Foresight.

Updated with two language tweaks.
1) A unit on close will final rush the nearest enemy open side. (Not the nearest "target" which was occasionally ambiguous).
2) The rule that the move cap is erased when a unit becomes engaged was accidentally removed from the 3.0 rules, so it's back in effect.

Updated with two new rules. Expect more to come in the next month or so.
1) Dark Elf Witching Hour now costs a command action.
2) New deployment & standing orders rules. See the google document, they're right there at the top.

The document has been updated with 4 more new rules:
1) 3 Command Actions can Direct Control units which "Can not be directly controlled." (See 1.3.2.2)
2) The engaged target penalty is eliminated. (See 3.2.3.3.5) Note that units which can't shoot into an engagement (e.g. Dwarven Ballista) still can't do so.
3) The "Disrupted Rule" as a consequence of unengaged (at the beginning of the courage phase) units which fail a rout check. (See 1.1.6 and 2.1.1)
4) Dwarven Sprint now lasts up to 2 rounds on the sprinted unit. (See 8.X)

So these are the full, approved, championship rules changes? With my 3rd edition rules and this document, I can play the most balanced game currently available and approved by the designer?

These changes have all been officially approved. Not only are they strongly recommended for tournament use, but they are going to be incorporated into the next edition of the rulebook (which will come out with the next new faction).

Keep in mind that you're also completely justified in playing with the 3.0 rules as written until we print a new rulebook. Most of the forums regulars are Rules Team people so we play with the official changes because a) why not and b) more playtesting but until we actually print a new faction with a new rulebook, there's not a lot of compelling reason to worry about it. Pretty much every version of the rules since we got rid of the arrow SOM has been reasonable enough that you're not going to have a fundamentally broken experience or anything.

Nah, I like using the appropriate rules. I've been playing for a while and have poked around the forums for a couple of years. Was even gonna come to the championship, but I haven't gotten to blow the dust off this game in a while, which means I haven't been on the forums, and thus didn't realize it was February this year. lol.

Seems unlikely since we won't print a new rulebook until we release a new faction and even if we sent something to the printer today, it might not be done by July. If you want to play with the new rules you could always just print out a change sheet.
