I think Chad's example and solution to Fine Control and Improved Defense work well.  The reason for the restriction on command cards is that +1 Attack skill is more powerful than +1 dice in my opinion.

The math is pretty straight forward. A (+1) Attack die bumps the die roll 25% for damage possibility, +1 Attack skill bumps it an additional 16%; on the average of rolling for (5) 3 3 for combat resolution.

Then of course there is the same correlation for all the range in die rolls.
So +1 Attack skill is more powerful.

It's part of the army theme: animated statues just aren't as good as a real person, when you get right down to it.  Golems aren't meant to fight against High Elves: that's what the crossbows are for (buckets of dice wear down anyone).  Golems are for beating the stuffing out the enemy large creatures: imagine what these would be like against Trolls, and I suspect that they'd be cheaper.

True. But it might seem unfair to the other player for this army to go against the High Elves, as almost all their units are 4 skill, making them hit on 1s almost all the time.
